Formatting - conditional and otherwise

I want to have a cell's format reflect:
a) the range of the number in the cell (e.g., 95% = green) and
b) a significance factor which cannot be stated in a conditional formatting rule (i.e., it must be set manually).

There are several ways which work manually (colored text, colored background; colored text, colored borders, etc) two show two factors, but conditional formatting seems to take over the format for the field. That is, even if the only thing changed in the conditional format is the background color, font color can then not be changed manually. Excel 2000. Any ideas how to do the formatting any way other than 100% manually?

Well, I answered my own question. If the format IS specified in the conditional formatting, then it will ignore manual attempts to change it. If it is not specified in the conditional formatting, it can be manually changed.

To fix my current problem, I set the font to a color in the conditional format and set the background to CLEAR (vice no color)
