Formula bypasses Excel password?

I have an Excel file that is encrypted using a password "Master.xlsx" that lives on a shared drive. I create a local workbook and enter a formula (VLOOKUP) referencing "Master.xlsx". If I type an incorrect password, I do get the "incorrect password" error message, but the VLOOKUP still runs and returns correct values from "Master.xlsx". Is this a known issue? Anyone know what's going on?
