Formula for Pulling in Data based on specific multiple rows with different headers in the same datasheet

I can't quite figure this out since I can't seem to make a dynamic array based on an index/match formula. I have a data sheet that has unique values in column A, but the rows each have their own headers in different order tied to the specific rows so I can't easily say use columns A:Z and look for the specific match by a specific row. The row needs to change in the formula for the columns. I'm trying to write formulas to pull in the values in another tab for the cross sectional data.

I have attached a dummy file with what I am trying to do. The top is the current set up and the bottom is what it should look like with exact cell references. I'm trying to populate the right table with the appropriate formulas.

I couldn't figure out how to add the sample excel file, but attached a picture of the sample file.
