Need formula help.

Here is what I need.

If F26 is less than 10, I need E28 to show the difference to make f26 reach ten. Example if F26= $8.00. I need E28 to = $2.00. This figure will then be multiplied by C28.

Or

If F26 is greater than $25, I need E28 to be a negative $$ to achieve a max of $25. Example if F26=$30. I need E28 to = -$5. This figure would then be multiplied by C28.

Any help would be appreciated.
