Get rid of #N/A error

Shouldn't this display a 0 instead of #N/A? =VLOOKUP($D48,'By Market'!$B$7:$C$63,2,0)

This =VLOOKUP($D48,'By Market'!$B$7:$C$63,2,"") causes #VALUE! to appear.

How do I need to modify it so either a 0 or a blank appear?
