Google Sheets - Comparing periods of time, with names and hours worked

Hi Everyone,

I have been working on a table for several days. I need 3 formulas. There are a several different functions and several different alternatives. I hope someone can help me!!
In the table here, I need to find the conflicts and offer alternatives.

In Conflict
  • Formula for column G = True
    • same team member over same period of time needed for (formula on column H)"Too Many" hours - like rows 2 and 7 or 11 and 14
    • same team member in same project - like rows 9 and 10
Not in Conflict
  • Formula for column G =False
  • Formula for column H
    • How many hours is available in that period of time (over all projects)? - like rows 4 and 6 or row 5
    • Has this team member reached "Full Time" capacity? - like rows 3, 8, 12, 13, and 15
  • Formula for column I
    • Offer an alternative from the same team that has enough hours available during that period of time. - like rows 2, 7, 9, 10
    • If nobody is available, recommend "Contractor" - like rows 11 and 14

This is my second question here. My first one got answered really quickly and I was very happy with the answer but I found things that I need to add to that formula and I failed to do it myself.

I really hope I explained myself, but ask me as many questions as you need. You would help me A LOT if we figure this out.
