Help. Room utilization workbook

My professor asked us to make a room utilization workbook where in in the first sheet, the rooms along with it's vacancy be shown. (if the room was vacant or in use of a class and who's the professor in charge). It will stand as the summary of each sheet that follows. The following sheets will just be showing the building's floor and the rooms.

I'm having problems with reference cells and data validation.
 

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
