Highlight Cell if Blank and Value in Other Cell

Hello,

I am trying to set up conditional formatting to highlight cell in column M if blank while value present in column B. If no value in column B, no highlight.
I hope I am explaining this correctly.
In example below, I would like formatting to highlight M22, but not M23.

I appreciate any help!
