How do I use IF function in excel?

I am trying to use The IF Function without luck.
I am trying to calculated which Positions are available at work. We have 3 different Cargo configurations. P,E and C.
Which are further divided in P1 to P5, C1 to C10, E1-E15.
One P position takes 2 C positions and 3 E positions.
For Example if I use P1 then C1,C2 and E1-E3 are unavailable.
I made the Tables with the respective Configuration. Tried the If function but always get No Value error.
Any help will be much appreciated.

Your need is not totally clear.

Please post the data using Mr. Excel's excellent add-in called XL2BB. That enables you to post a portion of a worksheet so helper does not have to recreate it. See HERE.

Ideally you indicate which cells you are having issues with and what the result should be. I cannot tell that from the picture.
