How to change my excel format

Hello, I have been using an old excel 2003 with dates in dd/mm/yyyy format,
numbers would use a comma to separate the decimal.
Today I subscribed to Microsoft 365, after the installation I have dates all in mm/dd/yyyy and the decimal point is now a dot.

I have pre made files that uses a lot of If validation formulas and now all the results are giving me "#VALUE!"

How can I change excel to go back the way my previous version was?

Thank You, I could not really follow those instruction, however I fixed the issue by going into the windows control panel, into region and than I was able to change the decimal point and laguage there.
