How to extract numbers from within a string of numbers

Good morning. I have a long column of data (thousands) with a series of account numbers, such as 00110901101100000. I need to extract numbers in the 4th thru 7th positions (which I highlighted) so I can match these accounts to cost center descriptions.

How do I do this?
