How to make a message shown on cell click?

Please see my attached image.
How to make a message shown on cell click like that?
What is that? It seems not a 'Comment' nor a 'Note'. It is also not a macro, the excel is macro-free.

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
Sort by date Sort by votes
Hi, it's an "Input Message" from "Data validation" on the "Data" tab of the ribbon.
