I guess another easier way to explain this would be by showing you what I am trying to achieve. I've supplied a link with what inspired me to create this for my project, below.
RO Stat Calculator

On that page if you enter your 'Base Level' it will generate how many stat points you have at a maximum which you can use inside the boxes listed below (STR, AGI, etc etc).
I'm beginning to wonder if that's even possible with Excel...
