Icons and formulas for percentages in Conditional Formulas

Hello!
I need help to create formula which will use ICONS to conditional format:

Anything over 1% —> green arrow
Anything below -1% —> red arrow
And any variances between -1% and +1% yellow arrow.
Example:
If cell is 1%, 0.7%, 0.5%, -0.3%, -0.8%, -1% it will be yellow arrow
If cell is 1.5%, 2%, 3% … green arrow
If cell is -1.2%, - 1.8%, -3%, -5% … red arrow
