if formula with some condition

Hi, We have a date in cell A2. Date is 06/08/2023

now we want to come "OKK" if some condition meet

the condition one work till we have no entry in B2, if we have entry in B2 then the below condition will not work

Condition one - is If A2 is equal to today or smaller then today then OKK
