if function to test two different things

Hi guys,

Thanks for taking the time to read this in advance.

I know what I want the formulas to do and almost know hoe to write it but....

Anyway, I want my if formula to return either "on-time" or "not on-time" depending what's in the box next to it.

So far I have:

=if(e3=<=0 &>-5, "on-time","not on-time")

On-time is between minus 5 and 0, anything else is classed as late. However, it keeps popping up with the formula wizard who is not much help. Hopefully there are some true wizards out there?
