“If” in a cell

Trying to see if there is a way to essentially do an if in a cell so I can have updates in real time as opposed to running a Macro.
What I have is an ordering guide
Col A is description
Col B is minimum stock quantity (can be a fraction)
Col C is on hand quantity
Col D must be positive (there are times we will overstock an item) whole number rounded up of Col B- Col C

I can get everything working with simple equation and zero decimal places except for the negative numbers. ?

Excel Facts

Square and cube roots
The =SQRT(25) is a square root. For a cube root, use =125^(1/3). For a fourth root, use =625^(1/4).
You can simplify that slightly like
Excel Formula:
=IF(OR(C1="",B1<C1),"",IF(B1-C1<=0.5,1,B1-C1))
