IF Statement with Dates

I have a spreadsheet with a list that includes dates going back to 1960.

For this list I am trying to assign a quarter number to each 3 month period based on the date.

1/1/xxxx to 03/31xxxx = Quarter 1
4/1/xxxx to 06/30/xxxx = Qtr. 2
7/1/xxxx to 09/30/xxxx = Qtr. 3
10/1/xxxx to 12/31/xxxx = Qtr. 4

Not sure if formula can ignore year since I am trying to assign quarters all the back to 1960 and am only relying on the month and day to figure each quarter.

DIdn't have one as some Quarter number were already listed. I was just looking for a formula to redo all the dates back to 1960 and make sure they are all correct going forward. True I would only need to look at the month. I think this one will work.
