in your formula just need to put in the time function to convert your 15 to minutes:
=IF(E2-D2<TIME(0,15,0),"0",E2-D2)

Another option is to work on the other side of the "<" sign
=IF(E2-D2<1/96,"0",E2-D2)
since 15 minutes is 1/96 of a day.

Also, since your column is reporting "Time owed" (which is a number), you may want to remove those quote marks from around the 0
=IF(E2-D2<1/96,0,E2-D2)

With the quotes as you had them, then for those rows that return "0" you are returning a Text value not a Numerical value.
