if then to predict quantity

I am looking for an If statement to do the following.

I have an item based spreadsheet, when an item reaches the approved status if gets a timestamp automatically put in, and this week the item has 4 weeks from that date to be compete (in a perfect world).

Is there anyway to predict how many items will be done in a month?

IE: count each item that has the approved status, and had a 4 week old time stamp. (im mostly confused on how to count the 4 week old time stamp).

So for October in this case i want all the items that are approved and have any date in the first 3 weeks of September.

A bit confusing but I hope someone has some insight.
