IF,Vlookup,Sum

How do I check an amount (say in cell A1) and if the amount is within a 10% range of the target amount, it says "in line". If the amount is below the target amount, put "below", and if it is above the target amount, put "exceeds".

The check amount is in cell (A1) and the target amount is in cell (A2)
