Index/Match issue

Hello,

I would like to return the value in row 3 if the value in column C through X is not zero. Example for line 10 since cell E10 has a value I would like it to return the header value in row 3 which is 12000 and in line 11 since cell C11 has a value I would like to return the header value in row 3 which is 10000. Can anyone please help?

I tried an index match formula, but the match formula is limited by an exact match of a value and I would like to match a range of values. Note that the range of values will not exceed 12. The range will be from .5 to 12. These numbers represent hours and row 3 represents an activity being performed for those hours.
