Insert a Picture as a "value" in a cell?

Is it possible to insert a picture into a cell, so Excel perceives it as a "value" and keeps it in a specific cell?

I have a spreadsheet where I want to show pictures, and be able to sort by other values in the same row.

I am working with Excel 2003, and Excel 2007.

I'm curious about this but can't find an answer yet, but will keep looking.

Could you have the picture as a cell comment, so that when the cursor is over the cell the picture appears?

This works in simple tests (Excel 2007).

A1 and B1: title row
A2: 1
A3: 2
A4: 3
B2: picture 1
B3: picture 2
B4: picture 3

The pictures all fall in between the cell borders (the grid)

Then, turning on an autofilter and selecting on column A, largest to smallest, the pictures are "sorted too". Their sequence is now the other way round.

Thanks..... It worked for me as well to. I'm surprised, since the picture does not seem to be "anchored" in the cell, but I'll take what works!
