Insert Blank Row when text changes

I have a column that will have the same exact name for several rows and then change, I would like to add a blank row after the repeated names stop

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
Also once that blank row is created, I would like to add a formula in the blank row in another column that would Sum up the numbers above it

Also once that blank row is created, I would like to add a formula that would sum the numbers in column G in the cell below "46.0"/// and sum the number in column H
The formula would need to use the blank rows created to know where the last cell to sum up is for each series
