How can I insert a pivot table in excel 2007 into a new workbook so that it always references the original data file?

I'm not sure that I understand your question completely.
If you copy or move a PivotTable into a new workbook, it will typically continue to reference the original data file.
Are you asking about a more complicated scenario than that?
