Which Excel functions can ignore hidden rows?
The SUBTOTAL and AGGREGATE functions ignore hidden rows. AGGREGATE can also exclude error cells and more.

Only post a question once, it gets on the moderators nerves if post more than once and doesn't endear you to them.

You can do it like this:

="00"&A1

Assuming the original number is in A1.
