Is this possible in Excel?

Can you create a macro which results in the following. When you open a workbook you are prompted to enter a reference. If the person enters "2" and a reference, then the only thing they can amend is row 2. If they enter "3" then they can only amend row 3 and so on and so on.

Is this too much for Excel??
