issue figuring out formula

I'm trying to write a formula that calculates the change in column F based on the date in column E, the measure type in column D, and the code in column B. I'd like to show the difference from the prior week in column C 'input date'. I have a large set of data with numerous properties and I can't seem to figure it out. Any advice would be greatly appreciated. I've put the desired output in cell G2 and G3
