Link cell to update the percentage progress on the bar

Hi all,

I built a chart as showing on the picture... the progress bar is inserted from shapes in excel. I would like to link the following:
column A3 = 85%, and the bar is 85% progress, what I need is when I change the A3 to 90%, I would like to link the progress with the bar, that's way the bar is showing progress (85% to 95%)

and the same for A5, and A7.

also, I need to set up the conditional format in the progress bar as showing in the pic as well.

thoughts?

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
