ListBox problem

I have an Active-X listbox on a worksheet with properties set a multi and option. The problem is that when I fill the listbox with data, I can't access the last item in the listbox. The right scroll bar won't let me scroll down to look at the last item. Of course I can expand the height of the listbox, but thats not what I want to do. If the items of the list grows, I want to be able to use the scroll bar to go down the list. Anyone know why this is happening?

I'm using 2007, but I don't see an Enable scroll anywhere in the listbox property. There is an Enable property and it's set to True, but I'm still having the problem. I do, however, see the scroll bar. I just can't scroll to the very end of the item record. It only scrolls next to the last.
