Lookup Formula - Table Array

I am using a lookup formula and am referencing a cell for the table array; however the cell reference is a word. I think I have to convert the cell reference to a different format like tex() or value() but I cant remember.

Example Formula:VLOOKUP(CONCATENATE(C5,LEFT(B16,3)),C3,4,FALSE)

C3 Cell = India

Please help.

Assuming India is a named range with at least 4 columns try using INDIRECT like this

VLOOKUP(C5&LEFT(B16,3),INDIRECT(C3),4,0)
