Lookups using multiple criteria and results

I need to setup an automated way to put a huge data dump into a useable format, previously I've been using column filters to separate the different positions into tabs and manipulate the date using if statements and manual corrections. Then amalgamating into 1 table.
As you can see not every Account has every Position and some have 2 User name for a Position.
This Data dump is being pulled more regularly, and unable to justify the time it takes to do the manipulation.

So I'm trying to take table 1 and produce table 2, I've tried using lookups and indexing, but get entries where there is no user.
