Macro Security Problem

Hello, I have a Macro security problem. I am using windows XP and Office 2002. I have two workbooks called workbook1 and workbook2. Workbook2 has links to Workbook1. My Macro security is set to Medium. When I open workbook1, I am asked whether or not to enable macros. I always choose "Enable Macros". Once workbook1 is opened and loaded, I open workbook2, workbook2 has several macros. Excel never asks me if I want to enable macros when workbook2 is opened, none of the macros will run because it says my macro security is set to high, but it is not. Why am I not being asked whether or not to enable macros on workbook2? If I open workbook2 first instead of workbook1 everything works fine, both workbooks ask if I want to enable macros. Has anyone seen this problem before?
