Macro to email outlook template based on cell value

I have tried to use search, but cannot find anything that does what I want and I don't have any VBA skills !!

To keep it simple I have three columns A,B and C and I am using MS Office 2013 for Excel and Outlook

Column A has the job reference name
Column B has the email address
Column C determines who needs an email, if the cell = "No" then an email needs to be sent to the address in column B and the email subject needs to be "Project: " and the job reference in column A

There is an email template containing the body of the text in this location ""C:\Users\User\Google Drive\Projects\ProjectChase.oft"

Is it possible to write a macro so I can click a button so that excel automatically sends out the email template, with the correct subject line to everyone with a 'No' in column C ?

This would save me so much time as I am manually having to send out loads of emails daily at the moment. Hope someone can help, I would be extremely grateful :D

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
Weekend bump, otherwise Monday I have to manually send out loads of emails...

Keeping fingers crossed some good soul helps over the weekend :)
