Making a graph

I have a need for a line or bar graph based on percentages from an group of data. I want to have a baseline of 99.80% and show a list of names of around 12 people and where their percentages lie around that baseline. Their percentages are anywhere from a high of 99.99 and a low of 80.00% (generally all numbers are in the 90's though) Please help!
