Manage Rules box too small (Conditional Format)

Hi All,

Excel is mostly great, but equally has some annoying features even after all these years !!!

One thing that winds me up is that I need to 'Manage Rules' in conditional formats.
The pop up box is piddly (small) and I would like to expand it lengthways (ie left/right) so that I can read the rule, before selecting it to be edited.
OK, I can hover over the rule to see the full rule, but that is tiresome due to the sheer number of conditional formats I have to administer.

So, why can this box not be enlarged, unlike other popup boxes in excel ?
Is there a way I can open said pop up box using VBA, whereby I can also specify the dimensions it should have ?

Any help greatly appreciated, as always.
