Map coloring code

Imagine if you will a map with regions, each requiring a color code to be set. Best analogy would be a voting map of the US. Each state can be red, blue or white (undecided). I built something similar where clicking in a region toggled through three color choices (each click changed to the next color option). Problem was I couldn't figure out how to do it without each state having its own macro.

1) Is there a way where I can have one set of code that applies no matter which region I click?

2) Bigger` question. I was advised that having this in PowerPoint would be much more useful than Excel. Any help on porting this over (or starting over if required) would be greatly appreciated.
