Match Zipcode to correct range and extract description

Hi all

I think this is could be a challenge, at least it is for me and would appreciate all the help I can get.
I need to extract name in field Zone Description from the actual postal code and country code.
I need to match Country Code and if postal code is higher than or equal to Postalcode range start and lower than or equal to postal code end.
The ranges are in this file:

I´m interested in both in formulas solution and VBA script.

postcodes in the UK typically cover 50 properties, so getting names is a chore
