Merging data and creating variants

Hello. I desperately need some help with a csv file I need to create to upload products onto shopify.
The aim of the game is to sort through the 22 000 lines of data, in order to create a new list which contains maybe 10 000 products with TAGS. This part I've done. (The other 12 000 lines are additional images).
Now I need to merge these products together in such a way that I have maybe 1000 products to upload onto Shopify with lets say 5 variants each, which each have a further 2 variants. This is soul destroying, taking me forever. I'm beginning to become quite the expert when it comes to adult sex toys but I digress. Can anyone please put me in the right direction?
