meter chart

I am trying to create a combo bar and scatter graph to create a horizontal meter chart. Where the bar would go from 1 to 10, and the point would be let’s say a 5 and fall on the middle of aforementioned bar. The problem is I can't seem to get the scatter graph to add a second horizontal axis that I need, rather it adds a second vertical axis with doesn't allow me to use the same scale.

Any help would be greatly appreciated. As always, thank you in advance.
