Min If Function without Array Formula

Is it possible to do a min-if function without making it an array formula?

I've got a file where I'm using a whole bunch of these and it is really slowing my file down and ballooning the size of the file.

Example of what I have:
{=MIN( IF(A1:A2=4,B1:B2,"") )}
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Why do you have so many of them!?

Other options might be to use a pivot table or the DMIN worksheet function?
