Multiple Cells Sum

Hi,

I am working on a 1-year data of file and I want only to sum specific cells but excel is not allowing due to many references etc.

I am working on and I want only to add the values of 12:00-12:59 since it is an hourly interval from Jan 1 2014 - Dec 31 2014.

Is there any formulas that you can suggest?

Need 1 part of a formula to always point to the same range? use $ signs: $V$2:$Z$99 will always point to V2:Z99, even after copying
Assuming data is in columns A & B or adjust as needed:
