Multiple countif functions in 1 cell

I am currently working on a spreadsheet and I need two separate results from countif to show up in one cell for example this is an overtime calculator I want if someone refuses overtime if I put an "r" in the cell it to add 8 hours and if I put an "rr" a Cell I want it to add 16 hours. Another solution that would be acceptable would be how can I put an "r8" or "r16" and just have it at the hours I like the second scenario better because then I can also do that for work but either solution would be acceptable
