Multiple IF, with a range criteria

I am trying to create a formula to populate the Geo Differential field after assessing criteria

1) is the annually salary within a range of X
2) is the city one of the cities provided in the list

Any help is appreciated

If your answer is supposed to be Florida etc, where does that come from?

The data for the "Tom" is already pre populated, so salary and location is given and the geo diff, is based on those 2 criteria.
