Multiple IF, with a range criteria

I am trying to create a formula to populate the Geo Differential field after assessing criteria

1) is the annually salary within a range of X
2) is the city one of the cities provided in the list

Any help is appreciated

just to avoid confusion, show some sample data (and say that is your data), and show what your expected outcome would look like (and explain how you got that, if necessary)
