Multiply If...HELP!!

I need to multiply different percentages based on the dates in another row.

I have a table that looks like this:

Vacancies - % - Start Date
Yr 1 - 20% - 1/1/18
Yr 2 - 10% - 1/1/19
Yr 3 - 10 % - 1/1/20
Yr4 & Beyond - 8% - 1/1/21


Then another worksheet that has 40 years of dates in the 2nd row. Currently, it looks like this:
__B___C___D____E____F___G___H
2016 2017 2018 2019 2020 2021 2022 .......

I need to multiply the number in the 3rd row by the percentages in the table above based on the dates. I am looking for a formula that would work if I changed the dates in the table.

Any ideas would be so appreciated!!
