I need a formula that will count the number of cells that "=missing" then multiply that number of cells by a value in another cell.

So if 6 cell in a row have a value of missing the cell A7 will return a value of 6 time $2.00.

Links? Where??
If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.
Andrew thanks you are an MVP. To pick your brain a little more can that be modified so that the criteria could be "missing" or "damaged"?

=COUNTIFS(A:A;"missing")*B1+COUNTIFS(A:A;"damaged")*B1

Or CSE:
=--SUM(COUNTIFS(A:A;{"missing";"damaged"})*B1)
