Need correct format of date/time after joining a separate date and time cell together???

When I textjoin a date cell and a time cell, I do not get the right time display. It shows a fraction as the time. I tried to use format but can't find a way to convert it back to military time. Can someone help? TIA

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
Instead of Textjoin (which is for text, not dates), use addition.
