So here is what I have that is not working
=IF(AND(G5<10),"10"), IF(AND(G5>40),"40")
And here is what I want it to do

if G5 is < 10 then = 10, if > 40 = 40, if between >10<40, G4*.55

Any help would be AWESOME!

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.

Welcome to the board.

Try
=IF(G5<10,10,If(G5>40,40,G4*0.55))
