opening xml files in excel 2003

Hi

Some users get a prompt up asking how they wish to open an xml file when opening xml files using excel. The prompt is

Please select how you would like to open this file:
as an xml file
as a read only workbook
use the xml source task pane

I would like several of the users who do not currently get this prompt to get the prompt to appear when opening the file. I have already ruled out office version, OS, and service pack level. It doesn't make any difference whether you select open with or change the default for .xml to open with excel. Several people have asked the same question on other forums and there is no working response. If anyone can help please do
