Outlook Mail restriction

Not sure if this is right forum, but need some quick solution on Microsoft outlook

I have some email id's to whom we should not send any emails from outlook.

is there any configuration or coding, by which we can restrict a user to not sending any emails to these email ids.

( eg. User should not able to send an email to 12345@abcd.com, 4567@abcd.com etc. )
